CIPS : Centralize Integrated Payment Solution

Centralized Integrated payment Solution is developed by CRIS as part of IPAS. It is just like On-Line payment. It facilitates secured payment to railway customers as well as employees. It has been rolled out on 06-09-2019 under railway board letter reference 2018/ACII/9/5 dated 05-09-2019. 

Features:
  • It captures digital signature of officers for payment files.
  • Automatically & securely transfer payment files to SBI server through SFTP (Secured File Transfer Protocol). 
  • SBI system, after digitally verification of payment files, processes payment. 
  • After receiving digital E-Scroll, payment file is being updated in IPAS for reconciliation. 
  • NEFT/RTGS/STEP (Core Banking) payment can be processed through CIPS.
Working Process:
  • IPAS has provided facilities to register Digital Signature Certificate (DSC) (having document signing facility). 1st signatory must be gazetted officer and second signatory will be gazetted officer or Senior section officer (for small unit where only one accounts officer). But for SSO as a signing authority, name of SSO must be approved by PFA. After successful registration, DSC code is being updated in SBI file by a process initiated by CRIS.
  • Once abstract is prepared, it is being confirmed by Books SSO. After confirmation, abstract is being auto forwarded to 1st signatory for other then cash/DD payment.
  • 1st signatory will sign on the text file and mandate file first. After that, abstract is being auto forwarded to 2nd signatory. 2nd signatory will sign on the text file and mandate file.
  • During signing process it must be ensured that DSC token is attached with the system and CrisSigner is running. It is also to ensure that Digital Signature Certificate (DSC) has sufficient validity. Digital Certificates need to be procured well in advance before it is expired. 
  • After completion of signing process, books section should verify mandate and zip text file. After confirming green sign for both the signatory, BOOKS SSO will forward zipped file (containing digitally signed Mandate, Payment file in Text format & 2 signature files) to bank for further process for payment. 
  • To view Mandate file, it must be ensured that Adobe Acrobat Reader is installed on the computer.
  • After Zip file is received by bank, it is being verified by bank for following: i. Text file is in proper structure.
    ii. Text file is not tampered.
    iii. Text file is signed by authorized signatories.
  • The verified text file is then sent by SBI to its CORE Banking System, where it is processed for payment to beneficiaries. 
  • After payment is made to beneficiaries, debit scroll is sent by SBI to IPAS on T+1 (working) day. Scrolls data, sent by CMP Hyderabad, is captured in IPAS along with UTR number and settlement date for each transaction and reconciliation statements are shown to the concerned Accounting Unit. 
  • It may happen that a transaction is shown “Unpaid” even after initially it was shown as successful in its scroll. All unpaid transactions are shown in Exception Report. Headquarter of each zonal railway can view the payment status/reconciliation statement of all of its unit. Similarly, Railway Board can view status of IR level.
  • Cash/DD payment can be submitted to bank by manual cheque signing process.

  • This eliminated presentation of physical cheque and manual intervention to transfer beneficiary data through CD/mail. 
  • It is a faster and secure way of payment.
  • Reconciliation of transactions is made automatically by the system. 
  • It will eliminate manual cheque reconciliation.
  • Day wise reconciliation.
  • Abstract wise reconciliation.
